The window end address in the messages in the screenshot looks bad:

pcib13: failed to allocate initial prefetch window: 0x120000000-0x3e2219e53fffffff

The firmware may have provided a bad memory map, or the kernel may have misunderstood.

For comparison, here is a similar message from my working ARM server:

pcib13: failed to allocate initial I/O port window: 0x10000000-0x10000fff

I am running 13.2-STABLE.  13.1 is officially "end of life" at the end of this month.
